Comprehensive Planning Committee
Synopsis of August and Early September 2006 Progress
- The Committee continued to refine goals and strategies and the draft Plan through the month of August. This process is intended to be a methodical and, as you can imagine, is therefore proving to be a lengthy process. For example, we are now meeting weekly to move this along as expeditiously as possible .
- As reference, we have outlined the following required steps toward completion and implementation of the Comprehensive Plan:
- Complete the full draft Plan and present to the Village Board and public for comment (Estimate to complete: September/October 2006)
- Submit a revised Plan, based on this input, to the Village Board for their adoption (Estimate to complete: November 2006). Adoption steps also includes:
- Submittal to Albany County Planning Board for their review, comment and approval as per State Law 239-m
- State Environmental Quality Review (SEQR) process
- Public Hearing
- Official Adoption of Plan via Village Board Resolution
- Amendment of Sub-Division and Zoning regulations in accordance with the recommendations of the adopted Plan (Estimate to complete:
December 2006 to March 2007). This includes:
Draft Language that is consistent with the direction of the Plan
Adopt amendments and or new regulations as per Village law
Work plans for utilities and budgeting for long-term goals
identified
Therefore, as noted on the agenda for this evening, given the timeline necessary to accomplish all that is required within a Comprehensive Plan and other factors, the Committee is proposing a six-month extension of the sub-division moratorium currently in place through the month of September to allow proper completion of the plan. A Public Hearing is scheduled for 8:00 pm to review this topic. I will outline farther the justifications in a statement just prior.
